Development platform · Northern Mozambique
A proposed integrated industrial development platform at Nacala, comprising five separately structured revenue centres that share one gas supply, one coastal delivery chain and one set of enabling infrastructure.
Mozambique's domestic gas can be exported once as a raw tranche, or it can be converted at home into power, industry and export value. Nacala Next is a proposal for the second route: a single domestic gas allocation, delivered by sea to one coastal node, feeding firm public power, digital capacity, industry and marine fuel.
The platform is scoped around an indicative domestic gas allocation of approximately 200 MMSCFD, about 1.40 million tonnes a year in LNG terms, proposed for Government evaluation. It has not been allocated, and Government is not asked to allocate it ahead of its own evaluation.
Nacala has a deep natural harbour, an established rail corridor into Malawi and Zambia, and a northern grid that is short of firm generation. The three conditions that an industrial platform needs, port access, corridor logistics and a power deficit worth solving, occur together in one place.
AP Capital originated the platform. Inter Energies, in which AP Capital holds an investment, is the proponent carrying technical development. Neither party takes construction or operating roles: each project is intended to be built and run by a partner selected for that capability.
Each is structured, financed and approved separately. There is no cross-default between them and none carries another's risk. What they share is physical, not financial: one gas allocation, one delivery chain and one set of enabling infrastructure at the node.
That shared infrastructure is also the sequencing constraint. Maritime logistics and regasification is the common dependency, and the onshore projects follow it rather than proceed in parallel with it. Coordinating that sequence, rather than owning the assets, is the platform's function.
Power follows the same discipline. The first tranche of generation is scoped for the public system under a long-term agreement with the national utility, and further tranches are released only as firm demand is contracted, so that capacity is never built ahead of the load that pays for it.
A fertilizer complex and a mineral processing and certification facility were previously scoped inside Nacala Next. Both are now treated as independent projects, promoted and financed separately, and neither is presented as part of this platform. The platform carries a general Industrial Complex Reserve instead, for which in-country mineral processing is the priority candidate use.
Concept stage. Gas allocation, land, terminal access, offtake, partners, approvals and financing all remain to be secured. No construction has begun and no final investment decision has been taken on any project.
